General

The RF Sandbox is a structured, government-backed program that allows innovators to test and validate radio frequency technologies in a controlled regulatory environment, using real-world conditions and third-party testbeds.

The Sandbox is managed by the Federal Ministry of Communications, Innovation & Digital Economy (FMCIDE) in collaboration with technical and regulatory stakeholders.

We accept RF-related innovations including, but not limited to:
  • Wireless communication protocols
  • IoT/Edge devices
  • Dynamic spectrum tools
  • RF monitoring systems
  • Next-gen antenna tech
All projects must involve RF spectrum usage or interference management.

Eligibility & Participation

Any Nigerian innovator — locally or in the diaspora — as well as startups, academic researchers, and tech institutions with original RF-focused solutions.

Yes. The portal supports applications from individuals and organizations. Company applicants must submit additional details like CAC registration and signatory contact.

No. Participation in the sandbox pilot is currently free, though all applicants must complete onboarding and sign a Memorandum of Understanding (MoU).

All submissions go through a regulatory and technical review. From the pool of applicants, five (5) innovators will be selected for pilot testing based on merit, relevance, and readiness.

Process & Timeline

Applications are reviewed within 30 days. Selected participants will be notified and scheduled for pilot test integration.

Each selected pilot runs for up to 12 months, covering testbed simulation, result submission, compliance feedback, and final reporting.

Yes. Once a pilot is completed, innovators can reapply with updated versions, improvements, or new RF innovations.

Testbed & Technical

Testing is done via partnered external RF testbeds.

Yes—participants may be granted temporary RF spectrum access depending on the project, subject to regulatory safeguards.

Documentation & Legal

Yes. All participants must digitally sign or upload a Memorandum of Understanding (MoU) before accessing testbed or certification tools.

You retain full rights to your innovation. FMCIDE will not claim ownership and ensures data confidentiality through your MoU.

Yes. Upon successful test completion and compliance review, participants receive an official Sandbox Certificate of Recognition — useful for licensing, grant applications, or further R&D.
